There should be an Amendment passed by Congress and Ratified by the States that changes Article 1 Section 2 of the Constitution as well as Section 2 of the 14th Amendment as to who is counted in the USA Census.
The USA Census should ask 2 questions:
How many USA Citizens are living within your household?
How many Non-USA Citizens are living within your household?
And the Amendment must then state that the number of Congressional Representatives and Presidential and Vice-Presidential Electorates are determined solely on the number of USA Citizens counted within the USA Census.
US Citizens Constitutionally Elect Federal Representatives, and so Federal Elected Officials should Represent those who placed them in Office.

So do illegal non citizens. A non citizen of ANY status can not legally vote, so they are blanketed under whoever is elected by citizens. Include them if you want to know how many people are in the country...citizen, legal, illegal, but no citizenship...no vote!

The Constitution uses the Census for State Representation in Federal Offices... So, using the Census to have only Citizens Elect Federal Elected Representatives does not defeat the purpose of the Census in the least... And to attempt to include Non-Citizens' schooling in to my proposal regarding Federal Elected Representation is sad...
