They have no Full Voting Representation in Congress... They have one Non-Voting Delegate to the House of Representatives, just like the USA Territories...
Without Full Voting Representation in Congress, even Admitted States cannot have Electorates, with New York State's not having Electorates in 1788-1789 due to their not having any Full Voting Representation in Congress by the Presidential Elections...
In 1816, Indiana was deemed eligible to vote for President and Vice-President even though they hadn't been acknowledged as a State by the Senate nor President because they had Full Voting Representation in Congress by the time the Election took place...
In 1820, Missouri was deemed eligible to vote for President and Vice-President even though they hadn't been acknowledged as a State by the Senate nor President because they had Full Voting Representation in Congress by the time the Election took place...
