There should be an Amendment passed by Congress and ratified by 75% of the States that alters Article 1 Section 2 Clause 5 of the Constitution to read:

"The House of Representatives shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment with two-thirds of the House's passage."

Removal of a Federal Officer is a serious enough matter to warrant "super majority" votes by both Houses of Congress, all but avoiding Impeachment and Removal from Office based primarily on a "simple majority" of one of the Houses of Congress.
