It seems to me that our president and congress are going to continue to spend more than we take in until our country is going to be in deep trouble. Our standard of living for the poor people is already getting worse. In addition our military strength will continue to weaken until we are a second rate country. Why can't we see where we are headed and do something to reverse the course that we are on? I have heard that 40% of every dollar our government spends is borrowed money. How long can we go on like this?

I sent this letter to my Congressman and he did call me back and said he found it interesting, but no one in Congress would go along with anything like this, because most of it was too logical and legislators don't want their oxen gored.

I would like to suggest a possible plan to reduce the total indebtedness the United States has run up over the last 70 or so years. As you know there is no easy way out of this politically caused mess we are in. My plan is very simple in its implementation and operation, however it will be very austere for everyone. Everyone including our children and grandchildren will have to pay for the good times our Marxist/democrat/Republican economic policies have provided. If we as a nation do not adopt a plan soon and act on it the whole country will collapse upon itself and chaos will rein dominant.

I know I am blaming politicians, and politicians are fair targets, but constituents like myself are also to blame, because as constituents we failed to keep and eye on what was going on. Many times we the public have encouraged our politicians to spend like drunken sailors, because after all it was just free government money. It was not like we were spending our own money frivolously was it?

If something is not done the whole country will fail from economic chaos and possibly civil war and we will lose what little freedoms the politicians have left us. The forty-seven percent who pay no income taxes and in some cases receive tax refunds anyway are going to have to realize cuts are coming for them and to the rest of us as well. Anyone on entitlements will also have to realize their checks will be smaller. If we do nothing the country will go broke and there will be no checks for anyone. We can ease the total indebtedness of the nation if everyone is willing to sacrifice and live a more austere and humble life style for a period of 40-50 years. It will have to be stressed that no one is throwing anybody off of anything, merely ending current policies unlimited expansion.

The new forced austerity will particularly hard on the politicians, as they will be unable to purchase votes of the poor and their crony capitalist with our tax dollars. Americans are very charitable and I believe private charities and charity hospitals will help take care of the needy. That’s how it worked before and we got by as a nation as everyone helped everyone when his or her luck was down. It was not perfect, but it worked.

I propose that we immediately cut forty percent out of every item in the budget. If forty cents of every dollar spent is borrowed, we have to stop borrowing and let future budgets reflect the cuts. As a former small business owner I could not continually borrow forty percent of my operating budget. First of all my creditors would see right through the scheme and demand immediate repayment and stop any the future availability to receive such credit.

All of the entitlements programs and bureaucracies are unconstitutional and as such we have an obligation to shut them down. There is no place in the constitution were any of these programs are mentioned let alone called for.

Social Security is an unconstitutional sacred cow and would be a good place to start. In example, as of January 1, 2013, anyone not already enrolled in the Social Security program will no longer be eligible to do so. Those constituents will have to come up with their own supplemental and or retirement programs. I would suggest a small tax credit for those enrolling in some type of retirement as encouragement. Something one might include is a tax credit or reduction off the top if you use a 401K (or any other viable option) for what you would have been sending to the Fed for your SS tax. Also include a huge penalty for early withdrawals that are not means tested and approved. Such measures will keep people responsible their ultimate welfare because most aren't. Those who do no not plan for their retirement will have to live with the consequences of their actions, there will be no programs to bail them out.

Social Security payments will be paid out to those who have been enrolled prior to the above date and earlier. All Social Security recipients who have not contributed to the fund but have been allowed to collect monies will be means tested and depending on the results could be removed from the program. Underage children whose parent(s) have paid in and are deceased will be allowed to be included in the Social Security program. These actions will provide a finite group of recipients still receiving monthly payments. The result will be the Social Security liabilities will steadily decline until all beneficiaries are deceased. Each year the pool of beneficiaries will shrink reducing the funds needed to stay viable. I calculate that it will take about 40 to 50 years, but possibly as long as 60 years in possible isolated instances.

In the past the Treasury, the Congresses, and spendthrift administrations government spent Social Security funds as if they were part of the general fund and the money is gone. Social Security funds were never meant to be part of the general fund. Because of such actions, the government will be responsible for supplementing funding until the program ends. If Congressional actions along with the Treasury had not stolen the Social Security funds for entitlement programs there may have been enough money in Social Security to fund it to the end.

Medicare and Medicade will have to be dealt with too. Again I would use the December 31, 2012- January 1, 2013 date changing from a government program to a private one. I suggest changing Medicare to a private supplemental insurance program. We are charged for the privilege of being forced on it anyway. I think in order to get someone in the private insurance industry to take it over, the government may have to continue to fund the unfunded liabilities prior to the private company’s taking over. This action would again limit the membership of Medicare to current enrollees who remain in the program and after about 40-50 years or so the public part of this program should disappear from attrition of enrollees.

Medicade should be rolled into the unconstitutional Obama Care immediately if Obama Care survives. Should Obama Care not survive then I would continue Medicade into the future until a viable replacement program can be found. Only the very poor and destitute will be eligible and they will have under go a very strict means testing to qualify. You will have to stress that you are not throwing any body off of anything, merely ending current policies unlimited expansion.

I would further suggest eliminating the unconstitutional ABC bureaucracies buy cutting their budget 15% every year until they no longer exist. I do not mean a 15% cut in new budget request, I mean 15% off of the previous years budget each year until there is no money to run the bureaucracies and they disappear. As they disappear all rules and regulations disappear with them. Each state has the freedom to create there own EPA, FAA, or whatever if the desire to do so. Let the Airlines take over the FAA pay for it and operate it. Remember the Constitution does not allow for such government entities and can only do so with Constitutional amendments.
