Waker, I can find nothing about the generals. The only news about aid to HAMAS and Palestinians is old from the 90s, when they (Palestine) had the big separation between the parties.

Seriously, here's the Fox News story and it is for Abbas' Palestinian Authority, not for Hamas. It was recommended by the State Department as a gift to Abbas for dropping his case against Israel at the Hague. The deal is, if Abbas takes the case to international court, Palestinians would win and Israel would be forced to move their housing projects out of East Jerusalem and the West Bank or face sanctions.
