If a vacancy occurs due to death, resignation, or expulsion the amendment allows the state legislature to empower the governor to appoint a replacement. That replacement would hold the seat until the end of the senator's current term or until a special election could be held.
The only exception is Arizona. The Grand Canyon State requires a special election for all vacancies and does not allow any temporary replacements.

Certainly! What I'd also like to know is how he has held office so long in the first place? I live in AZ and have met no one who has voted for him (or at least admitted to doing so). He is despised especially by veterans. His past service record in the military is praised, and veterans and others admit he was once an honorable man (or at least acted as one even in severe hardship). But at some point after being elected into office, he sold his honor. This in my opinion is worse than someone who never had honor. McCain who was a much admired hero has become a much despised traitor to the Constitution, the military and veterans, and the American people.
