You'll have to ask the folks who passed the bill. The state has two classes of workers...state employees and those who work for the state who are not state employees. They are the so-called 'temporaries'. I know and work with many of them. Our work force is 10 state employees and 50 of those 'temporaries'. Many of these temporaries have worked at their job longer than I have. They certainly should be covered, in my opinion.
In reality, the minimum wage in NC is far above the federal minimum. I cannot fill jobs that need doing because I am not allowed to pay more than 10/hr. Workers in my area are routinely paid 12/hr for entry level jobs. It isn't that way across the state though, especially in the rural areas.
This legislation is a bow to reality. The state will eventually have to raise the amount offered for these necessary 'temp' jobs or face the fact that they will go unfilled. A recognition that 15/hr is the new minimum wage, if you will.
