If you read Ezra 7, I believe it is, where it says; in the the 7th year of the reighn of the king, ARTAXERXES a decree was issued which allowed "ALL" that wanted to go back to Jerusalem and rebuild its temple, walls etc! This included even Babylonians...Many of whom the Israelites had intermarried and had children with against God's wishes! It was ARTAXERXES of the Persians who saw Nehemiah and that He was down trodden and asked him why. Nehemiah told him many had gone back and built their own houses but they hadn't even attempted to rebuild the temple!
ARTAXERXES even ordered the princes of his other cities to pitch in and help out!

Great comment..how about spreading this around so people can learn why we have so much trouble in the world...especially the mideast.
