That is because of crooked FBI administration which took the investigation out of the hands of the Washington field office, where the investigation should have been instituted. Normally the main administration never does the investigative work on cases. I have heard many ex-FBI officials have stated that the top management is not usually involved in investigations. BTW, the IG report covered the FBI's handling of the Clinton e-mail investigation, and that's all, which occurred before Trump even announced. How could the FBI have been so clairvoyant as to know Trump would win the nomination anyway?

The bottom line is that personal bias was noted among the humans that work for the FBI - but that it did NOT effect the investigation. On what planet are humans not allowed to form opinions on stuff? The error was for those humans to use department electronic devices to discuss their opinions, since had they not, no bias would have been detected, because it couldn't be found in the investigation itself.
