Private prisons need to be full all the time, it is business, which means the courts have to keep supplying them with inmates.

I did two college papers on this subject.
Obama ignored it...as do Dems in general because prison guard unions are huge Dem campaign contributors.
Republicans ignored it too for equaly fked reasons.
Trump won't ignore it or forget it. He isn't a Republican
