There’s more to the article you quote here having read it as well..

One, I’m not sure the Bill as drafted and signed by both houses and Trump is not a budget.. Congress is charged with 12 such appropriation budgets a year and often not even done..

What is of interest is the 1974 law pasted by Congress to regain power over spending..?Imagine that a bill that says they have to spend the funds allocated and can not not spend it unless full disclosure to Congress as to why it isnt being spent ismade known to Congress..

The 1974 law cited by the State Department official was enacted amid anger over President Richard Nixon's decision to not spend — or “impound” — billions of dollars appropriated by a Congress that Nixon blamed for deficits and inflation. Lawmakers saw a threat to their constitutional control of federal tax and spending policy.

The law allows the executive branch to request permission from Congress to not use certain funds....But it also says any such request must offer lawmakers a specific and pragmatic rationale for holding on to the money. A general claim that the administration wants to shrink spending won't pass muster, experts said.
WTH~ have to spend?? And we wonder why government grows, spending is a joke and no one cares???? BS!!

The law does give an administration leeway to defer spending available funds, but for limited amounts of time, depending on the program. Some observers expect Trump officials to rely heavily on such deferrals.

Trump’s budget critics note that the law gives the U.S. comptroller general power to sue an administration for not spending funds without a legitimate reason, according to an analysis recently circulated among concerned NGOs.

Still, a president seeking to spend less will find plenty of room to maneuver in the language used in an authorization or appropriations bill, budget experts said. One Senate aide predicted that lawmakers will pay extra attention to whether a bill uses words such as "may," "should" or "shall" — each of which gives an administration different degrees of flexibility in terms of how money is spent.

The executive branch also "can slow walk things. It can propose reprogramming. It can propose all sorts of things it can do that won't provoke a legal crisis," the Senate aide added...

Gooooo Trump!! use it as you deem fit!!!

There's many very astutue folks on this website & then we have a few "Trolls" and "DC Kool Aid Compulsives" so let's clean-up some of this corrupt media & deep state anti-Trump propaganda:

1st: the Omnibus is not a True Budget but only a spending guideline aka spending resolution ~ 2nd: Omnibus stategies are used so that "puppet congressional members" can add in all of backroom "pork-fat" monies & favors to payback their silent donors & supporters ~ The Omnibus allows for House & Senate leaders [and their owners/donors] to construte their mutual schemes between both party leaders, add in all of their payback favors and then present it for votes [with a very short time frame] or the "sky is falling" and "it will be a Gov Shutdown" ~

3rd: Also the Omnibus has been used in the past to covertly include issues & spending that the enemies within know that would never approve of and whereby limit the prez's veto powers ~ 4th: Normally these tricks go un-noticed and when contested are usually "spun" by the corrupt media, yet in President Trump's case it is not a normal situation, because the Euro Elitist who have owned and controlled congress for many years have a "central objective" to destroy Trump by any means possible ~

5th: Probable with the "deep state bad actors" involved in this last Omnibus is that they thought they had Pres Trump boxed in with this scheme but backfired and it has exposed all of the Rothschild's puppets that have been pretending to "serve & protect the people" and further proves that they are "bought & paid for" ~ 6th: When I say "backfired" on these "enemies within", I point to the facts that once the people really understand how these bought & paid for politicians have actually attempted to "Sell Out the American People" then it will be their politican demise in the 2018 & 2020's election ~

7th: Well now, most of the "enemies within" most likely overlooked one very large issue while "brain-storming" their "we're going to divide Trump's supporters and totally embarass Trump scam" was the fact that MOST AGREED TO A HUGE MILITARY BUDGET, which Obama, House & Senate have allowed to practically evaporate during the 8 years of Obama and Company's dictatorship, which Pres Trump can "re-title", "divert" & "channel" to finance any other programs or issues that are deemed urgent/necessary for the "Good of Our Country" [brilliant]

8th: So while many of the Demcommies & corrupt media are taking their "victory laps" around DC and propagating the 24/7 news feeds, they should take a few moments to thorougly evaluate how they have "shot themselves in the foot" ~ God Bless America

Mr. Bethea, I've given my archives a cursory audit for your info as I believe we've previously spoken, I'll keep searching. In the interim, between the lines of your eight points, I see an agenda. One of value. So how do we promote it?

Excellent post! I'll be watching carefully in the coming months to see how all this unfolds. I believe we must get rid of both democrats and republicans in the mid terms to effect any change

We need to get rid of the Self-Serving Establishment Elite.
This is the only reason I voted for Trump.
Lucky for us, he has turned out to be a much better President than expected.
