Teen pregnancy is both a parental and a state issue, it has nothing to do with the Federal government.
Unless you can find it listed in the specific enumerated powers assigned to the Federal government in the Constitution.
It's comes under the separation of powers!

National defence infrastructure, like a national highway system, is covered under the Constitution, in fact the president takes an oath to defend the country. That means developing the infrastructure needed to do that.
Congress passes the laws and approves the budget necessary to carry it out and the president executes the projects according to his duties.
Pregnant teenagers is a family problem and social problem that effects the town, city or state and is up to the residents of those towns cities or states to make the decision as to what is to be done.
It has nothing to do with the Federal Government.
