I will admit that they do have a bigger incentive to break up some of the pockets of leftist, Democrat concentration that has developed from Govt indoctrination centers and leftist "news" groups which are concentrated in heavily populated areas. "He who controls redistricting can control Congress," read the subhead to Rove's column.
