It does not follow that there would already be indictments. Mueller is going up the ladder to Trump at the top. It is likely he is withholding some indictments to force cooperation.

Collusion with anyone for anything is not a crime. Conspiracy to subvert the election process is a crime but that charge has been leveled at no one, not even Hillary and co. and there is actual proof in her case.

The biggest target for "collusion with Russia" is Hillary Clinton, et al. She covered her tracks really well, but to stay out of jail, she may have to move to Moscow. She's probably secretly exchanging all of her and Bill's dollars into rubles. She and her butt buddy Obummer would be welcomed with open arms.

So now Muller seems to be backing off and looking at Trumps business dealings before he had announced that he was running for President !
You can bet ny will keep some state charges for him when he leaves office he can't pardon them

Mueller is a consummate Professional! Like him or hate him he is a professional. When he and his team (also all professionals) are done and the results are made public, well then the debate will be over. ;)
