Did you forget the sanctions that President Trump put in place in August in response to Russia's interference in the 2016 US election? In addition to the human rights violations, annexation of Crimea and military operations in eastern Ukraine?
Within the sanctions is a small additional element, a president can not remove a sanction without Congressional approval.
This is unique because sanctions can freeze assets, revoke US visas, and ban exports. What this means, our President can not remove any sanctions that obama put into place with approval.

I'm still waiting to hear about Trump's military parade. Of course it has nothing to do with honoring the military; the world is perfectly aware of America's military powers. Trump just wants to show up Pres. Macron of France's Bastille Day parade. I can just see Trump together with a parcel of generals on a reviewing stand, preening and pretending the entire spectacle was about him. Everything Trump says and does is always about HIM.
