In 2016 the real unemployment rate was actually 21%. But BLS presented it as 4.6%. That was wrong. Almost all economists knew the backgrounds how it happened to be presented as 4.6%.

In 2010, when BO care was implemented, a provision required that all companies having 50 or more full time employees must cover their medical premium for BO care. However, the high cost of this medical premium for all employees could not possibly sustain companies an ongoing operations.

Companies therefore reduced the number of hours of most employees to 29 hours per week, And to cover-up the lost hours, companies hired more employees on a part time basis. Thus BLS counted those newly hired part -timers as employed when in fact partially employed. The fact that the income of those employees with reduced hours went down, they were then qualified for the Food Stamps, and other benefits from the Federal Government.

Likewise those part timers hired were also on food stamps, and other welfare benefits.
Result? There were 42.7 million household Food Stamp recipients, added by 10.7 million to existing, under Obama administration. Due to lower household income, 51% of household did not pay federal income tax.

When president Trump took over in 2017, there was a reduction of 2 million just for one year for households taken out of food stamps because they have full time jobs.

Actually, in 2016, the real unemployment rate was about 8 to 10 percent. Your figure is a little inflated. It was still about twice what it was advertised. Of course, when you are counting people on disability as employed, and counting part time the same as full time, that does cook the books also. Like Obama's high deportation numbers. No other Administration has counted catch and release or border stops as deportations. If you count like every other Administration, Obama was dead last rather than in first place.
