Hi. How to get parasitical bureaucrats to behave?
Force them to sign an agreement that, absent national security (confirmed on by a judge), that each and every bureaucrat shall wave their right to the 5th Amendment.
No more not answering. Since they are tax subsidized chattel they must talk. Period.
Refusal?
Easy. Immediate confinement in prison.
No more oversight sum. No more pleadings.
You work for tax dollars, you talk.

That is so true, just look at that leftist black congresswoman, Sheila Jackson Lee, who bumped that white lady out of her 1st class seat on United and then had the nerve to call the white woman racist.
