Good questions. There are probably hundreds if not thousands of influential people who would also like specific answers to those questions but, like the rest of us, they too are mostly kept in the dark and fed bullshit. References to the 'deep state' look like this:

Quoting an 'anonymous source' removes the possibility that whatever claim this 'source' made will be verified by other interested parties. It must either be accepted on face value, rejected without reference to refuting authorities or ignored. None of these options are ideal:

Acceptance sets the dangerous precedent that assertions may be viewed as fact without corroboration.

Rejection without a refuting authority is easily attacked as an 'ist', ie, 'racist', 'sexist', etc. and thus is also easily ridiculed.

Ignoring the assertion is equally catastrophic. Those who stand by and say nothing are seen as complicit in the lie/injustice.

A workable definition of the term would be "a hybrid association of elements of government and parts of top-level finance and industry that is effectively able to anonymously govern the United States without reference to the consent of the governed as expressed through the formal political process." In short, anonymous government bureaucrats and businessmen who ignore the rule of law and institute their own controlling influences.

The good news is that they are, slowly but surely, being 'unmasked' and unseated.
