I have been on OPP for a few years, and I have noted a decline in some members of OPP in just two years.
As for President Trump having difficulty, I don't necessarily see it, but I am not a doctor and would not hazard a guess. However, our presidents are given a complete physical every year and part of that examination is their mental health,
which would include evidence of stroke, as you have implied, along with fitness to perform in the most difficult job we promote them to. So far, he has had clean bills of health. I do not know if you caught obama when his teleprompter was malfunctioning, but here is an example:

https://www.youtube.com/watch?v=2fELh_Xbg-kSo, each president has their own deliveries verbalizing, some are smooth (especially if they have to rely on a teleprompter), some stutter and stammer, some try to use a 50 dollar words and mispronounce, stammer or stutter. So, do not judge a person for slowing their speech pattern, especially this president, each word is analyzed, criticized, and mocked. And if he should use an inappropriate word, trust me, more than just his health will be questioned.
