I would go with any government anywhere under democrat (liberal progressive) administration. Woodrow Wilson, FDR, Bill Clinton and Obama admins would top the list. That said, the government we have now is bizarre, due to the fact that congress is populated by liberal progressives on both sides of the aisle.
