That guy running the Philippines Islands has the right idea. Unfortunately, his methods would never work here.
The idea should be to put the sellers out of business permanently with something new and never tried before. What if our Government takes over the part of the drug kingpin. Whatever your pleasure we have your treasure and all for the family price...free... it's so very nice. Oh, yes, I almost forgot. You must agree to sterilization. Then take all you want and whatever you'd like...it's free. No need to steal, rob and murder innocent citizens to feed your habit anymore. Sterilization? We can't have newborn addicts crawling around, you understand, they're almost certain to become future criminals in a never ending cycle. Google "crack babies" as a for instance for a deeper understanding.
Let these addicts become walking talking billboards of what a wasted life looks like. The new social lepers. Try it for two generations and see.
Sounds like a great idea to me. Then it would put the murdering drug cartels out of business, although I have never understood seeing pictures of soldiers guarding poppy field in Afghanistan. Why don't we just go in and destroy all the fields thus killing the problem at the source?

They have over and over and over and over over and over~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Can't be done. When people want to get high, they will find something. There will always be weak individuals in this world who prefer to "live in a haze" instead of participating in the world. If it is not drugs, there is alcohol. If neither is available, someone will invent something. I have seen it too many times, where I worked and in my own family.

How's the war on drugs done so far? Has it got drugs off the street?

Picture a beautiful day with a clear blue sky. On ground level there are rows and rows of brick apartment buildings holding ten units each. A 22 year old man is calling out to all that he intends to shoot the next "honky" that drives into the complex to buy drugs. He says too, that it will cost you two dollars to watch. Satisfied that there are no more takers of the offer he marches a small throng to the one way in and one way out parking lot. Here comes the victim in the company of another male and a female. All attend the same high school. A waving red rag in the hand of the villain catches the drivers attention. "Here for some weed, man" were the driver's last words. BANG. Parts of his brain litters the car's interior some of which fall on the two passengers who scream in disbelief.
True story. I caught the villain about 18 months later with the use of an informant.
BTW, I was shot 3 years earlier while answering a call inside that same complex. Shot by a career criminal, "geeked up" on hard drugs.
Now retired, I saw a recent mug shot of our villain while surfing online. Yeah, he was released on parole.

You tell us you are the resident drug expert,by the way your nose appears to be falling off, next time you blow it the remainder of your brain will come swilling out.It won't make much of a mess there is so little left.
If we are talking about drugs any serious talk must include the CIA.

Why are they now in the drug business?

Seems to me it's even less successful than the alcohol prohibition of the 1930s when very well organized criminal gangs took control of the beer and liquor supply for many cities, unleashing a crime wave that shocked the nation. This ridiculous 'war on drugs' has cost trillions in enforcement, sent millions to prisons for the heinous crime of 'possession', and destroyed the lives of millions more. If the aim was to cause maximum disruption across the nation, it has been a resounding success. If the aim was to 'get drugs off the street', it has been a miserable failure.
My comments tend to be S S S Short, sweet and snappy, let's give them a real nightmare. When caught give them an overdose of their own product. One less pusher

Do bears defecate in the woods? What cave have you been hiding in to ask such an uniformed question?
