The Military Mandates you're referring to are the only mandates within Federal Law regarding Saluting and Standing during the National Anthem... There are etiquettes in place, but they are guidelines, not Laws, when it comes to the Citizens' actions during the National Anthem at Sporting Events...
So, whether a Team Owner can direct his Players' actions during the National Anthem, or whether the Players have the Right to disobey the direction based on the Free Speech portion of the 1st Amendment is the issue...

Those rich and/or connected avoided the draft legally and nothing ever done about it..
So he broke no laws but it seems to every one he got very special treatment..
Even while I went as I wished, that sort of treatment always burned my butt..
If the draft is ever reinstated, which I doubt, we will see that type of avoidance over and over..
