Some of the positions he doesn't want filled and then there is the fact that the democrats are dragging their feet in approving some of his recommendations and that means even fewer positions filled, there is enough blame to go around for both the democrats and the republicans.

Yep talk about a stealth invasion. Trying to get rid of civil service employees is tough! Only thing I can think of is be sure each and every one has a current job description and is stringently held to the terms of same. Same thing with department attendance standards. Those are there believe it or not. Just not usually enforced. Enforce them baby!. And appoint ALL new department heads to do so. Take the current department heads (also civil service employees) and put them in "cross training/job shadowing" positions to cut off the head at the beginning of the process.
