Betrayed Again - House Sneaks in Bad Guest-Worker Provisions

Despite their "commitment" to helping American workers, House Appropriators sneak bad guest-worker provisions into spending bill
FRI, AUG 25th

Congress is at it again! Even though Members are on recess, the House Rules Committee recently released the text for a minibus spending bill (a mash-up of several, smaller spending bills), and once again, House Appropriators have snuck in provisions that would help H-2B employers at the expense of American workers.

The minibus spending bill would:

Allow H-2B employers to use private wage surveys instead of official government wage data for satisfying the prevailing wage requirements;

Remove wage and benefit protections for American workers who work alongside H-2B workers; and

Prohibit enforcement of the three-fourths rule, which would otherwise require employers to pay H-2B workers for the majority of the hours they were hired to work, even if the employer doesn't have enough work for them to do.

Further, the spending bill would codify a federal regulation that allows the seafood industry to stagger the start dates for its H-2B workers, whereas all other industries only receive new guest-workers every six months.

The use of private wage surveys would be the most offensive change to the H-2B program. Existing law requires employers to pay H-2B guest workers a prevailing wage using government data. If this provision becomes law, it would allow employers to conduct their own wage surveys, despite the fact that a federal court has found that these private surveys artificially depress wages, harming American workers.

The H-2B program already causes enough harm to the wages of low-skilled American workers without these proposed changes. The liberal Economic Policy Institute has found that the top 15 industries that most rely on H-2B guest workers had stagnant or declining wages between the years 2004 and 2014. It also found that unemployment rates increased in all but one of those 15 industries.

Not surprisingly, the seafood industry, which stands to gain a permanent advantage if this legislation passes, is one of those 15 industries with both stagnant wages and increasing unemployment rates.

For those of you whose U.S. Representative is a member of the House Appropriations Committee, you should have received an alert earlier today with actions you can take. We'll continue to monitor this bill once Congress returns to session next week.

White House action on DACA?

Rumors are flying that President Trump may finally make good on his promise to end the unconstitutional DACA executive amnesty before Texas and 9 other states challenge the program in federal court. Axios reported last night that an announcement from the White House could come at any time.

Texas and 9 other states issued an ultimatum to President Trump earlier this summer -- end DACA by Sept. 5 or face a legal challenge. The states got an assist from Federal Judge Andrew Hanen last week when he agreed to their request to hold their DAPA lawsuit until Sept. 5, so they could add DACA to the challenge.

Judge Hanen halted Pres. Obama's DAPA executive amnesty and expansion of the DACA executive amnesty in 2015. The Obama administration unsuccessfully challenged his ruling all the way to the Supreme Court.

We still have tens of millions of US citizens who have been out of work for years, not even on the Labor Department radar who should be taking these jobs. We have millions of students who owe trillions of dollars in government student loan debt who should also be taking these jobs.

There is NO reason,to have a guest worker program,IF,these companies,cant find American workers,for their positions,( due to an American,not being trained,to do the job),Require these companies ,TO TRAIN OUR PEOPLE. for these jobs,

That would be counter productive. You would be creating a million martyrs, mushrooming up out of the ground like a crop of Hydras.

Instead, let's mount a FAX petition to choke the congressional offices of these two-faced lying schmucks with millions of petitions. Call up or email the talk-show hosts like Mike Savage or Sean Hannity, or Rush Limbaugh to alert the public. They have 20 million(+) listeners a day.

Remember, don't get mad, get even. There are elections coming up in 2018 for all representatives. It's time to remind these guys who butters their bread. They work for us!

This is a Violation of our Ethics, Rules and Betrayal to the Constituents.

It's completely contrary to what we've all been fighting and turning over the Members in office, but here we go again... NOPE, I disagree with you CR, they didn't get the message

Come to think of it they need to be sent another stronger message.

Sici, there's not enough people on this chat board to do much of anything. Try Twitter, maybe. those RINOs are costing us the House. Not good. How can we encourage better Republicans to run for office, or at least vet them prior an election?
