Winners And Losers Under The House GOP Health Bill

House Republicans have passed a bill to replace the Affordable Care Act. If it is signed into law, the American Health Care Act will affect access to health care for millions of people in the U.S.

The AHCA ((new) American Health Care Act) would shrink Medicaid coverage, undercut some protections for people with preexisting conditions and eliminate billions of dollars in taxes that currently help pay for the ACA. We've broken down how its provisions would change health coverage for nine key groups of people.

Who’s Covered, Who’s Not

1. People under 26

Affordable Care Act (Obamacare)
Can get insurance through a parent's plan or buy independently.

New American Health Care Act, House version...Stays the same.


2. Adults under 65

Affordable Care Act (Obamacare)
Can buy insurance on health exchanges and receive tax credits and subsidies if they meet income requirements. Cost of insurance is based on tobacco use and age, with the people nearing 65 paying no more than three times what the youngest pay. Those with very low or no income qualify for Medicaid.

American Health Care Act, House version
Will see tax credits to pay premiums are based on age, not income, and that max out at $4,000, much less than under the ACA. The oldest people under 65 can be charged five times more than the youngest, and maybe more depending on state rules. Medicaid cut after 2020.

3. Low-income nursing home residents

Affordable Care Act (Obamacare)
Skilled nursing care covered by Medicare up to 100 days. Medicaid is available based on income.

American Health Care Act, House version
Skilled nursing care covered by Medicare up to 100 days. Medicaid services could be cut as states see federal funding decline.

4. People with preexisting medical conditions
Affordable Care Act (Obamacare)
Coverage cannot be denied or cost more.

Morgan, this goes back early May but is on I believe the second "test the waters" bill they put out that would not have passed as written so it wasn't even offered up for a vote..A smart move because it was not good either...

I'm not aware of any disclosure on the new one they have been putting together nor if Senate has put one out they were working on yet???i I don't think they have either..

I know Senate is to vote on the repeal bill next week sometime before leaving and recess for July 4th..

I also know Trump had a meeting with Senate over it all and said take the best from Bo's and the best from theirs, put them together and get it passable..

The biggest issue they are arguing over now is the WhiteHouse paying out some eight billion dollars to insurers that subsidizes expense for deductibles, premiums etc...
The cost sharing agreement ....(CSR)

I understand he was using that as leverage in negotiating monies with the Insurance. providers who are now worried they will cancel it out..

And yet another large participatory entity is looking to pull out in more states..

Take a look at this which comes from the BO reports.. Double premiums, 25% hikes in premiums and they are supposedly losing money??? Did you see past years figure on profits for these poor insurance companies?? What a racket!!

The balance of sick and healthy patients has been worse than anticipated, resulting in major double-digit premium increases this year. Based on information released in October 2016 by the Obama administration, premiums soared by an average of 25 percent.

Some states saw much larger jumps. Premiums in Arizona, for example, increased by a staggering 116 percent at the start of the new year.

Yes, I agree. socialized medicine has arrived and it is unavoidable due to the complete failure of political and economic actors to do anything but increase the huge number of Americans dependent upon the government for health care... and just about all else, in millions of cases.

Yes, if you bothered to go to the link you would see it was from a month ago, which wasn't that long ago, we all know it hasn't gone through yet, but with all the confusion and secrecy I thought people might like to see what some of the dispute is over and the differences, this was completely a non partisan post, but once again the same people have to constantly find a reason to poke and keep the lines divided, it is their endless cause. Not very patriotic. Instead of talking about some of their plans. So OK lets table this post until it is crystal clear what their INTENTIONS are, and where things stated here were off base and change.

This party of the right is so covert that even the members of their own party are left out of the loop...there's their sign once again, The New Right Regime.

“It does not appear this draft as written will accomplish the most important promise that we made to Americans: to repeal Obamacare and lower their health care costs,” the four wrote in a joint statement.

More moderate Republican senators, such as Dean Heller of Nevada, expressed their own qualms, as did the American Hospital Association, the American Cancer Society Cancer Action Network and the Association of American Medical Colleges...

“We are extremely disappointed by the Senate bill released today,” the medical school association wrote. “Despite promises to the contrary, it will leave millions of people without health coverage, and others with only bare bones plans that will be insufficient to properly address their needs.”

Once promised as a top-to-bottom revamp of the health bill passed by the House last month, the Senate bill instead maintains its structure, with modest adjustments. The Senate version is, in some respects, more moderate than the House bill, offering more financial assistance to some lower-income people to help them defray the rapidly rising cost of private health insurance.

But the Senate bill would make subsidies less generous than under current law. It would lower the income limit for receiving subsidies to cover insurance premiums to 350 percent of the poverty level, or about $42,000 for an individual, from 400 percent.

Older people could be disproportionately hurt because they pay more for insurance in general. Both chambers’ bills would allow insurers to charge older people five times as much as younger ones; the limit now is three times.

The Senate measure, like the House bill, would phase out the extra money that the federal government has provided to states as an incentive to expand eligibility for Medicaid. And like the House measure, it would put the entire Medicaid program on a budget, ending the open-ended entitlement that now exists. <snip>

WASHINGTON — Senate Republicans, who have promised a repeal of the Affordable Care Act for seven years, took a major step on Thursday toward that goal, unveiling a bill to make deep cuts in Medicaid and end the law’s mandate that most Americans have health insurance.

The 142-page bill would create a new system of federal tax credits to help people buy health insurance, while offering states the ability to drop many of the benefits required by the Affordable Care Act, like maternity care, emergency services and mental health treatment.

But the measure landed in rough seas ahead of a vote that Senator Mitch McConnell of Kentucky, the majority leader, wants next week. Four conservative senators, Rand Paul of Kentucky, Ted Cruz of Texas, Mike Lee of Utah and Ron Johnson of Wisconsin, announced that they would oppose it without changes — more than enough to bring it down.

“It does not appear this draft as written will accomplish the most important promise that we made to Americans: to repeal Obamacare and lower their health care costs,” the four wrote in a joint statement.

More moderate Republican senators, such as Dean Heller of Nevada, expressed their own qualms, as did the American Hospital Association, the American Cancer Society Cancer Action Network and the Association of American Medical Colleges...

“We are extremely disappointed by the Senate bill released today,” the medical school association wrote. “Despite promises to the contrary, it will leave millions of people without health coverage, and others with only bare bones plans that will be insufficient to properly address their needs.”

Once promised as a top-to-bottom revamp of the health bill passed by the House last month, the Senate bill instead maintains its structure, with modest adjustments. The Senate version is, in some respects, more moderate than the House bill, offering more financial assistance to some lower-income people to help them defray the rapidly rising cost of private health insurance.

But the Senate bill would make subsidies less generous than under current law. It would lower the income limit for receiving subsidies to cover insurance premiums to 350 percent of the poverty level, or about $42,000 for an individual, from 400 percent.

Older people could be disproportionately hurt because they pay more for insurance in general. Both chambers’ bills would allow insurers to charge older people five times as much as younger ones; the limit now is three times.

The Senate measure, like the House bill, would phase out the extra money that the federal government has provided to states as an incentive to expand eligibility for Medicaid. And like the House measure, it would put the entire Medicaid program on a budget, ending the open-ended entitlement that now exists. <snip>

Uh, huh and meh... Reality is a B**- female dog-- and those republicans are now facing the reality of trying to salvage a system which was not engineered for salvaging.

I AM CERTAIN MORE WOULD BE ACCOMPLISHED IN D.C. IF THOSE PROFESSIONAL BLOOD-SUCKERS WERE NOT SO WORRIED ABOUT THEIR REELECTIONS.

Once admitted to the rarefied atmosphere of elitism, well, they just never, never, want to leave........ do they?
