Hey! You got the name of the Civil Engineer correct. Gustave Eiffel built the tower in Paris and designed the skeletal framework for the Statue of Liberty in New York. However French sculptor Frederic-Auguste Bartholdi the artist who had the idea to build the Statue of Liberty really didn't finish the job. Without the pennies from American Children the French gift would never have arrived in the US of A.
