Only thing I can think of is that the plan is part of Satan’s desire.
Satan wants to be God, and to undo all of God's plan for humanity.
There appear to be at least three things going on:
1) Man's rebellion against God, the human family is God's basic unit for building human civilization and social structure.
2) Satan's hatred of God and man, and his desire to be God. God is a God of order and discipline, so, Satan wants to create chaos.
3) Because man refuses to acknowledge God, God has given mankind over to a reprobate mind.
Romans 1:18 "The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness.
26 For this reason God gave them over to dishonorable passions. Even their women exchanged natural relations for unnatural ones.
27 Likewise, the men abandoned natural relations with women and burned with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their error.

Reprobation, in Christian theology, is a doctrine which teaches that a person can reject the gospel to a point where God in turn rejects them and curses their conscience. The English word reprobate is from the Latin root probare (English: prove, test), which gives the Latin participle reprobatus (reproved, condemned), the opposite of approbatus (commended, approved).
The doctrine is found in many passages of scripture, such as Romans 1:20-28, 2 Corinthians 13:5-6, Proverbs 1:23-33, John 12:37-41, and Hebrews 6:4-8.
Genesis 5:1-2: "This is the book of the generations of Adam. In the day that God created man, He made him in His own likeness.
Male and female He created them, and He blessed them. And in the day they were created, He called them "mankind."
Genesis 1:28: "And God blessed them, and God said unto them, [b]Be fruitful, and multiply, and replenish the earth, and subdue it... ."
Mark 10:6 [Jesus said] "However, from the beginning of creation, God made them male and female.
7 For this reason a man will leave his father and mother and be united to his wife,
8 and the two will become one flesh.’ So they are no longer two, but one flesh.
9 Therefore what God has joined together, let man not separate."
