You got that right! Talk about a messy transition period! However, it could be handled. I would prefer a flat 15 or 20 percent for EVERYONE. However, 15% from the very poor is food and medicine money, so we can give them a break. Someone advocated that income below a certain level, say $25K/year, not be taxed. But Rush Limbaugh had a great and accurate notion that EVERYONE should pay at least a LITTLE. It is human nature to feel that something is partially yours if you are helping support it. To that end, I put in the small low income steps, and it would include eliminating the ridiculous practice of the earned income tax credit.

I agree that everyone should have some skin in the game, even if only a token amount, for exactly the reason you cited...ownership in our system and country. I'm not all that well versed in tax policy and laws, so whether the EITC is folly or not, I can't say.

FYI, in case you did not know, the Earned Income Tax Credit is a method by which the low paid and occasional workers, who have taxes taken out of their pay, can not only get ALL of it back when they file, but they can get extra cash back. For example, if Jo Blow earned 9 grand in 2020, and $600 was taken out by his part time employer, when he files he could get a refund of $2000! (This is not a specific example, and the numbers may be off, but that is the way it works). It is a back-door welfare program of the progressives. It does some good things as well as bad, but the problem is that it is a semi-hidden give away program, and it is easily abused.

Because the EITC is a refundable tax credit, you can receive this money as a tax refund.
Income eligibility for the EITC is based on your adjusted gross income and your earned income.

There is a couple I know. They both receive disability income for mental disorders. He is mildly bipolar and she is mildly neurotic. He works $10-$12 per hour jobs when he can get them, and seems unable to keep a job over a few months. She stays home and watches the kids......and they have eight of them and are trying for another. They are nice people, but basically they are making their living by raising kids, most of whom are educationally and socially dysfunctional. They have a fairly decent live style...not well off, but not too bad. They drive an older van, live in a four bedroom rent controlled government housing project, and have multiple flat screen TVs, cell phones, computers, etc. And every year they max out on the EITC and use it to splurge on luxuries or make a trip.
