A group of like-minded persons put their signatures to an idea.
But to be any kind of legal document, doesn't it have to be true?
How can anyone's interpretation of an event be agreed to by a list of persons who did not witness an event?
Are the signers saying that is how they would think if a similar situation happened to them? Is "stopped to ask a question" the same as "accosted"? Could the "accosted" get more signatures than the "questioner"? And, anyway, what is the point?

I suppose it depends on the nature of the petition. When someone wants my opinion of something I heard about or read about I just ask, which version are you talking about?
