What Happens When Massachusetts State Troopers Clash With Feds Over Jurisdiction Of Masks Ordered By Massachusetts?

Massachusetts says they had a shipment of 3 million masks ordered by Massachusetts through a broker seized by a federal agency at a NY port.
Fearing the same outcome with the shipment picked up by the patriots team owner state troopers were deployed to protect their shipment from being effectively stolen, which is what federal agencies are doing. What is going on here, Trump isn't just failing to coordinate the supply chain to help states, he is hijacking shipments and buying them up right out from under states already paying several times too much. The same thing is happening to other countries trying to buy from foreign 3m manufacturers.
FEMA is supposed to be getting supplies for states, not helping to create a market based shortage that inflates prices.. And we are already seeing red states being well taken care of while blue states that say bad things about trump get fractions of what they need.
