That money, now contaminated, gives a dose of disease to storekeepers as the homeless infected buy their soda and beer, the shop keeper in turn shares it with customers as the contaminated money is given as change. Those people go home, sharing the disease with each individual they shake hands and reaching home, they share it with family and friends. Not everyone will get sick, some develop asymptomatic infection and becomes a Typhoid Mary.
Right now, those cities should be put under strict quarantine until the disease becomes manageable with pharmaceuticals or mutates into a form that average people can fight. In the meantime, get the homeless into more sanitary conditions.
The House seem to use every bill to get their pet legislation passed. I think bills should never have "add ons" or unrelated request for funding.
