Two...(2)...you have two goats. "have to goats"...Assuming that 'goats' is the name of a sports team... (the Memphis Goats)...then you have NO goats (animals)... "I have too goats"...too is the same as also...I did that also or I did that too.........or it means excessive....I did that too much.....so you have no goats with too.
You have 2 goats (two). If you swap I have too goats ...to...I have goats too...then 'also' comes into play and you would have an undisclosed number of goats ( the s means more than 1).
Now you have two (2) or quite a few!
