Your interpretation is Wrong again. Virginia could not assert that. Otherwise, the electoral college votes will be rendered useless. Because you are moving electoral votes to the majority popular votes.
Democrats want to remove the electoral college but use the popular votes. That will never be allowed. All 57 States must have the electoral votes.
What happens when you move electoral votes of California or New York, since these states have always democrat majority popular votes, the democrats will get majority of the electoral votes. That will remove the rights of other states to participate in the electoral votes. That is illegal and unconstitutional.
That will never happen. Democrats always want to find ways to cheat in order to win. But these are all unconstitutional and will not be allowed.
Examples:
California, New York, Chicago,by moving their electoral votes to their majority popular votes, will make their electoral college votes more, and therefore win the election. And that will disenfranchise the rest of the states. In the electoral college votes, all 50 states must participate.
Virginia's illegal move prohibit electoral votes of all other states. In the electoral college votes, all 50 states are required to participate.
Democrats could not maneuver that. It is illegal, unconstitutional, and not allowed by the Founders. Framer of the constitution Hamilton would role over his grave.
I will warn the president's office about these illegal plots of the democrats in Virginia.

If your concern is that a national popular vote interstate compact would nullify the current advantage that smaller and rural states enjoy...you are correct. The electoral votes would be apportioned differently.
These 'illegal' plots have been underway for quite some time. So far 16 states have joined the compact.
Go ahead and warn the President.
