They vote for candidates they've been assured will get laws passed that protect them from being deported or otherwise make it easier for them to stay here and get by.

Completely UNTRUE. Go back to his interviews on "Dreamers", HE TOUTED THAT THEY ARE CITIZENS, although the are here without authority and have not become citizens. I reasonably believe that his policies on these people were driven by the 2016 election and his need to get killary elected.
