New rule proposal for SNAP recipients

CHICAGO (Reuters) - The Trump administration on Tuesday will propose a rule to tighten food stamp restrictions that would cut about 3.1 million people from the program, U.S. Department of Agriculture (USDA) officials said.

Currently, 43 U.S. states allow residents to automatically become eligible for food stamps through the Supplemental Nutrition Assistance Program, known as SNAP, if they receive benefits from another federal program known as Temporary Assistance for Needy Families, or TANF, according to the USDA.

But the agency wants to require people who receive TANF benefits to pass a review of their income and assets to determine whether they are eligible for free food from SNAP, officials said.

If enacted, the rule would save the federal government about $2.5 billion a year by removing people from SNAP, according to the USDA.

U.S. President Donald Trump has argued that many Americans now using SNAP do not need it given the strong economy and low unemployment, and should be removed as a way to save taxpayers as much as $15 billion.

"Some states are taking advantage of loopholes that allow people to receive the SNAP benefits who would otherwise not qualify and for which they are not entitled," USDA Secretary Sonny Perdue told reporters on a conference call on Monday.

SNAP provides free food to some 40 million Americans, or about 12% of the total U.S. population.
A Trump-backed effort to pass new restrictions through the Farm Bill was blocked by Congress last year, following a months-long, partisan debate.

The USDA does not need congressional approval, however, to stop states from automatically allowing recipients of TANF benefits to become eligible for SNAP, said Brandon Lipps, a USDA acting deputy undersecretary.

Current rules allow people to access SNAP benefits worth thousands of dollars for two years without going through robust eligibility reviews, he told reporters on the call.

"Unfortunately, automatic eligibility has expanded to allow even millionaires and others who simply receive a TANF-funded brochure to become eligible for SNAP when they clearly don't need it," Lipps said.
The USDA will accept public comment on the proposed rule change.

The Congressional Budget Office (CBO) in December estimated the rule could save the federal government $8.1 billion from 2019 to 2028, lower than the USDA's estimate.

In 2016, the CBO said arguments against the change included concerns that it would eliminate benefits for households in difficult financial situations and increase the complexity and time involved in verifying information on SNAP applications.

These people who takes the SNAP, and the TANF are doubling their handouts. It must be only one either the SNAP or the TANF.

President Trump was right if he cuts off one or the other from those double recipients. These people are so dishonest. They have comfortable life without dignity and respect. They have been used to doing that since Mr. Obama. They prefer to hand outing from the earnings of others, instead of working for their own.

There are so many available jobs at present. In fact there are more jobs than the number of people wanting to work. Many of them don't qualify for the expertise needed in the jobs.

That is why it is better if the immigration policy approves people with skills and education coming to the US. Not tons of handouts and communists and terrorists and drug dealers from the Hispanic countries.

The poorest people living in America have the richest lifestyle compared to rich people of all other countries in the world. That is why millions of these illegal aliens come particularly from the South and Central America, and Mexico. These people are by culture drug dealers, and to be honest most of them are dumb. They only want handouts. They run away from their greedy socialist-communist dictator instead of fighting and driving out their communist leaders. They run to the US to sell drugs and hand outing. Most could not speak English despite of the close proximity of their country to the US. Compare to most people in Asia, very far from the US, but speaks fluent English. The Asians are also smart people and hard workers. Statistics show that Asians have the most homeownership, and high income.

Some may qualify for both benefits, but the key word is qualify and not just an automatic benefit. Of course, Democrats will be screaming Trump wants to starve children so be prepared for that.

All government employees are paid well and get the best benefits. I know this because I've audited both in the State government workers and in the private sector.

Take all of the money for both programs, give it back to the taxpayers who earned it and watch employment & private charitable contributions skyrocket, far exceeding the benefits of TANF & SNAP.

I believe programs are not so much the problem as the abuse/misuse of them by unscrupulous officials or recipients. I echo your hope for a penalty to all who abuse 'em.

Agreed... Officials should be struck from office... Abuse of these programs is the true problem...

I can't think of any individuals who are against helping those truly in need...

I couldn't disagree with you, if I wanted to. I am a person who receive SNAP, and Social Security Insurances, due to a serious medical condition. I have witnessed the abuse in these federal funded programs. The President should cut them, out.

We have individuals getting some of these benefits, and some of them selling drugs, full times, and part times. It's a big, big scam, and foreigner come into America, and take advantage of the "poor", and these programs. Some of the urban females collect these benefits, and sale themselves on back-page and in sex shows, and on the streets at night. So, they are getting rich over the government and working illegitimate jobs, as hoes, and drug dealers.

I support cutting them, and reviewing theses criminal enterprise, is what they are, and funding source for terrorists. In the President's 2020 budget he's calls for $4.7 trillion federal cuts to social programs. $ 845 billion from Medicare, and #1.5 trillion from Medicaid. Yes, our elderly will suffer, but something have got to be done, to stop the criminal elements. Yes, the poorest Americans, and immigrates are living very well.

Africans and others come to America, and live, and but homes, and work, and provide a disservices to the poor, and the community. I can't get medical care, from a professional stance, because they are not professional people. I support this new rule, and yes, the president should look at the eligibility to get these program. Charge the poverty percentage, and make governments hand out extremely hard to get. Make the people get up, and do for self. I take my hat off to president Trump.

The poor is worse then ISIS, there attitude, mind set and thinking is that of a terrorist cell, highly dangerous and toxic. When homosexuals want someone, they can terminate that person social security disability at will. So we should examine all these programs, and make the appropriate cuts.
