The only way to get the ball rolling there would be through term limits, preferably with no Congress critter in either the House or the Senate serving more than 4-6 years, no special benefits, no later Congress pension.
No career axe to grind, no continuous reelection campaign.

Actually, it is very telling, isn't it? You'd think any American would be relieved to discover that our President isn't in the tank for another foreign power after all. Instead, they look positively devastated. I wonder why?
