I think you are not reading critically, my friend.
This article and indeed Obama's comments, pertain to the inability of the President to change Federal Law, which of course can only be codified by Congress. His actions regarding DACA pertained to policy which, as we have seen with the current President, are easily changed as subsequent administrations take office.

Obama did issues an executive order that changed policy on DACA recipients, but it clearly did not change law (and parts have been revokes by the current president through Executive Order) This power is granted to the president, and in fact the current occupant of The White House has issued more executive orders up to October 2017 than any president in the past 50 years (see screen shot below)

It might help to read up on the facts of DACA recipients at the link below.

I think it is always beneficial, as you suggest, to research a bit.
