The Power Of The Purse Belongs To The Legislative Branch...Not The Executive...PERIOD
If the president vetoed a bill passed by the house and senate, his reasons would be everything
In this case his reason (singular) would be a violation of the constitution, the president cannot hold the workings of the house and senate hostage like that...
I interpret it one step further, and McConnell is failing his oath to uphold the constitution and the good of people who voted senators into office, the senate has a job they are perfectly willing to do and one person is standing in the way on behalf of the president.
This is why impeachment needs to be sooner rather than later. I don't think McConnell will run interference for Pence the way he is for Trump, and it has to do with already running too much obstructive interference.

Ever researched how many bills Harry Reid refused to bring to a vote? The President can veto any bill he chooses.

Don't forget the President is Commander in Chief and can implement his authority under the National Defense Authorization Act. Maybe half the leftwing radicals on this chat board will end up in FEMA camps with the illegal aliens.

And the senate would override that veto in this case, it's called bipartisan support.
A president's powers need to be used and backed by reasons or the house and senate have the power to reign a president in that is abusing his executive powers for silly reasons.

Or the right wing minority if they have an issue with impeachment?

Big if to get 2/3 to override.

Congress has failed to do its job, and send a spending bill to the president;
therefore the president should be impeached!
That makes as much sense as anything else the Democrats have come up with yet; NONSENSE!

Woodguru, there is no "rightwing" in Abe Lincoln's Republican Party, it is within the Democrat Party.
Just remember, racism is the foundation of communism. Read Karl Marx's letters, his newspaper The Rhenish Gazette published during the American Civil War, and Gotha Report for the National German Socialist Workers Party platform.
All your neo-nazi white supremacists movements in the United States and European Union are
SOCIALISTS, advocting centralized planned economies because they don't trust the common man to self governance while they fear the mixed races will prosper under capitalism and multiply.
