Elwood - I don't think anyone in this administration, including POTUS, is looking to put violent offenders back on our streets. If I am not mistaken, the early release is targeted at low-level offenders for whom violence played no role in their crime, and is aimed at reducing overcrowding in our already stressed (and for-profit) prisons.
That having been said, I don't think we will see a significant reduction in recidivism unless we couple this strategy with one that addresses the root causes of the crimes for which these people were incarcerated to begin with. I'm talking about education, help with addiction and making certain there are opportunities that are legal. Forgiving offenders and simply saying "Go and sin no more" may have worked in the Bible, but it's no strategy for curing entrenched cultural ills that lead to crime in the first place.
