Second, this is another example of the US's short sightedness. (Sadly, there's been plenty of that lately.)
US always rejected Russia's requests to establish an extradition treaty. I guess the thinking was that it's better to always have a way of not having to hand over anyone to Russia. The US administration never really imagined a situation where a US citizen might actually hide in Russia from the US justice system.
In the past, US rejected requests to hand over known Russian (Chechen actually) terrorists, who asked for and received asylum in the US, citing the lack of a treaty, unfair trials, and the possibility of torture. So now, I guess Russia is simply "returning a favor."
It's interesting to see how things play out.
