Your real problem is I guess you forgot how the government works. The President does have a secret checkbook that he can just write a check from. All apportions are approved by the republican controlled House(you do remember them) and yes investing in companies that are trying to improve the environment I see nothing wrong with that.

I figure it better to give Alco $140 million, then sink 80 billion a year into a unfunded war

Not funded means that it was never included in the budget that GWB submitted to congress that why they call it unfunded it was in addition to what the budget called for. It is not a budget Item

It is not the governments responsibility to 'invest' in anything. That said, if you look at Obama's record of where he has invested other people's money, those investments have been horrendous failures.
