Does Obama plan to use background checks on Syrians

Surely he would do that if he wants to background checks on his own citizens who are going to pay for their shooting' arns. I love the way he explains why he knows so much more than we do about the Syrian problem.
Pay attention to the way he says unless you have spent some time in the Situation Room listening to what the problems are you just can't understand it all. When he said that I had to wonder how much time he spent in that same Situation Room listening to intelligence people the evening of September 11, 2012.
