Today it's an entirely different story. Black illegitimacy is 75 percent. Close to 50 percent of marriage-age b****s never marry. Close to 70 percent of black households are female-headed. If one thinks family structure doesn't matter, consider that the poverty rate among black female-headed families is about 47 percent but among married families it has been in the single digits for more than two decades. It's not just poverty. Children raised by single parents are likelier to be physically abused; use drugs; engage in violent, delinquent and criminal behavior; have emotional and behavioral problems; and drop out of school.

What about employment? Every census from 1890 to 1950 showed that black labor force participation rates were higher than those of w****s. Today it's a mere fraction. Prior to the mid-'50s, the unemployment rate for black 16- and 17-year-olds was under 10 percent and less than that of w****s. Who would argue that this more favorable employment picture was because there was less racial discrimination in the job market in earlier times? Labor laws such as the Davis-Bacon Act of 1931 -- a federal minimum wage law for construction workers -- and the 1938 federal minimum wage law for all workers reduced work opportunities for b****s.

Then there's the high crime rate. Each year, roughly 7,000 b****s are murdered. Ninety-four percent of the time, the murderer is another black person. Though b****s are 13 percent of the nation's population, they are more than 50 percent of homicide victims. Nationally, the black homicide victimization rate is six times that of w****s, and in some cities, it's 22 times that of w****s. Along with being most of the nation's homicide victims, b****s are most of the victims of violent personal crimes, such as assault and robbery.

Older black people, who were raised in an era when there was far greater discrimination and who faced far fewer opportunities, need to speak out against behavior and excuses that their parents would have never accepted. I think the USA should bring back the military draft & start drafting 18+ men & women into the military. It might be a blessing in disguise for many young black males & females seem to enjoy GUNS...they could learn from the best & then they could go up against Islam radicals & defend their country from this threat. One major problem - education. Should the military do what you suggest and induct young urban black men and women they'd be bringing in a very high percent that hadn't even graduated loose requirements for high school diploma's (some cities see less than 50% graduation rates) and many of those that do graduate are functionally illiterate. This would require a big time reduction of standards with the commensurate reduction of efficacy.

I think it could be incorporated into the "boot camp" when they weren't doing physical drills, they could be in a class room learning how to read...anything is possible. At least if they were kept busy in a very strict "boot camp" they wouldn't be r**ting & l**ting in the streets don't ya think?

If we convert our military from focusing on national defense to focusing on remedial education for poorly motivated individuals, I am more confident that we'd be less secure than I am that we'd be better educated. It rarely is a good idea to use a resource that is excellent in its primary function to attain another unrelated and difficult function.

You misread me, I'm am not saying to focus on remedial reading I'm saying that they do the military training & then while they are "resting" they learn how to read. I also believe that they know more about reading then they show in tests...they sure know how to read instructions for video games & how to use a "free" smart phones to text...There are 24 hours in a day if they were in a military environment, they could function well on about 5 or 6 hours of sleep time which would leave plenty of time for military exercises & reading excercises...Again at least they would not be r**ting & l**ting & shooting Police Officers...The Military would make it work! Period (again an overused obamaism)!!

I kind of like the idea of basic training for those capable and schooling for those who were "free-market" dropouts. The military is a little like jail; you lose all your rights. You don't harass the instructors or cut school; or it's "brig" time. Drafting into the service for school drop-outs, 18 and above, could put the fear of God into some of these "gang-bangers," and possibly mold [them] into a productive human being.

There is always those who would "dodge" the draft, or comply and be less than humanitarian, but [they] need to be locked up somewhere; might as well be Leavenworth!!!

I'm old enough to have experienced the draft - April '65 - and even then they were selective in who they drafted. I've never been in jail, but doubt seriously if what I say in basic is the same as jail. Back then you didn't get sent to the stockade (the army's jail) for incompetence or inability to demonstrate that you've learned from the training. In order to be sent to the stockade you had to commit to a far more serious and overt act, not a passive failure to learn. Back then, recruits were generally educated to at least high school level with quite a few having college educations. Virtually every one had something to loose - getting a less than honorable discharge would limit the ability for a person to get a decent civilian job. The people we're talking about here generally have no interest in nor hope of attaining a decent civilian job. Should they have had such an interest, falling out of high school would not have been a choice.
