The legislation would reclassify deaths due to f******l as poisonings and open up anyone who makes, sells, or delivers the drug to being charged with murder if someone overdoses. Wow that's a lot off future murder cases.

I wouldn't know about procuring that sort of product. But, if they're caught selling it, and had their throat slit on the spot, I think it might deter some from thinking of selling it.
