That this "car" is a radio-controlled and unmanned auto is obvious, which I called a model by convention. It is flying over water which is also evident and there is a spectator crowd there to watch it. Further, there seems to be no means for propulsion within the auto which implies that it was run at high speed off the bank and photo'd at the apex of its fall into the water. Do you have a better explanation?
One other possible explanation is that the auto has internal fan units like a drone, and the absence of visible wheels supports this idea. This, then, would be a test flight over water with witnesses and controlled by the guy on the right. The wobbling would cause the guy in the middle to be cautioning the others to stand back after a threatening wobble.
