Maybe in Voltaire's days, but in modern times in the US it surely references the Biden regime. Government collusion in censoring Americans on social media platforms and the beginning and short ending of the Orwellian "Ministry of T***h" HHS Disinformation Governance Board after an outcry of citizen and politician criticism alike.
