I don't think he cares what he can or can't get by with since no matter he will be the center of the discussion and that is what has been suggested before you.

What he thinks he can get away with is EVERYTHING, because that is what he has been doing all along. Not one person has brought this out and tried to stop anything. He is writing EO's like there is no tomorrow. He hasn't been stopped and people don't seem to care. Certainly Congress doesn't care and they are the one's that should be stopping him.

I can't remember one Congressman getting on TV and telling the people that what he is doing is against the Constitution. The office of President is NOT a law making authority and all the laws he has written are null and void. The problem is, not even the States will stand up to him most of the time. There is an extremely limited area that the President can set law and none of it concerns health care or any number of other things Obama has written EO's on. He sure as hell doesn't have any reason to be spying on Americans. Legally that is.

Now he can get an order from a court to do that to an individual, but he cannot do it to the entire nation just because he wants to. He should be impeached just for that alone.
