I believe the writer of the article is confused. Population stabilization is about maintining our population that is currently declining. If a country doesn't have at least a 2.1 percent growth rate they will become extinct as a culture within 2 to 3 generations. The only reason America is at that rate is due to i*****l a***ns . China recognized this problem and now are encouraging larger families. Many European countries are seeing their individual cultures disappearing. For instance the number one baby name in Germany for the last few years is MOHAMMED A few African nations are showing population growth but for the most part the world population is in decline although their is no threat of going extinct yet as a species, several cultures are already doomed that's why old steroids types no longer apply and probably confuse many teenagers and young adults.
