Garland is there to try and straighten up all the corruption from the Bribem mob family and the Demokraut crime syndicate before too much top level intelligence is leaked out to the American people. Garland, who is corrupt himself, has no good reason to be in Ukraine, except to cover the treasonous footprints of the demoKraut party.
