obama did what he had to do to get off the fiscal cliff now he is trying to fix it with the GOP not getting off their butts at home on recess to come up with a plan of their own to fix it.
You seem to be quoting Greg Gutfeld, interviewed by O'Reilly from last evening's "What the heck just happened" segment (Fri 22 Feb). Even Guttfeld backed away from that statement saying that this was how the Obama Admin justified the silliness to itself

Obama personally approved of the plan for Lew and Nabors to propose the sequester to Senate Majority Leader Harry Reid (D-Nev.). They did so at 2:30 p.m. July 27, 2011, according to interviews with two senior White House aides who were directly involved."
